Quantus governance is a tech collective of at most 13 members — no token-weighted voting, no community lane. This studio is the actionable companion to the Governance Tracker: pick your track, compose the proposal call, and walk away with byte-exact unsigned extrinsics. Every constant was read from the chain source; the encoder reproduces referendum #0's real on-chain submit call byte-for-byte.

The two lanes of Quantus governance
Read from runtime/src/governance/definitions.rs. Block windows assume the 12 s target block time. Both tracks use flat threshold curves — approval and support never decay over the decision period — and both cap deciding referenda at one.
Who may submit
Only a signed tech-collective member can call TechReferenda.submit. The runtime's submit origin accepts a collective member's signature — there is no way to submit as bare Root, and no token-weighted lane exists (the community lane was removed). Membership itself changes only through a passed Root referendum, with a floor of 5 members so the lane can never deadlock.
What each origin can do
Root (track 0) dispatches any call: runtime upgrades, collective membership, treasury account, remarks. FastUpgrade (track 1) is honored only by system.authorize_upgrade — the 10-minute windows cannot be leveraged for anything else. The wasm itself is applied permissionlessly afterwards and version-checked on-chain.
The road from idea to enactment
Caps: 128 ongoing referenda chain-wide · 8 per account · 100 queued per track · 45-day undeciding timeout (324,000 blocks) for submissions that never get a decision deposit. Cancel/kill is Root-only; slashed deposits are burned, not redirected.
Compose the proposal call
The proposal is the exact call bytes that execute if the referendum passes. Pick a template or paste raw hex (max 4 KiB). The studio hashes it, quotes the preimage deposit, and hands the bytes to the Submission Pack.

Order matters: the preimage must exist on-chain before submit (the chain rejects a missing preimage), and the decision deposit moves the referendum into the deciding queue. This studio never signs — paste the hex into the Chain Console or sign offline with the Airgap Desk.

Deposits are reserved, not spent: the submission and decision deposits are refundable after the referendum concludes (refund_submission_deposit / refund_decision_deposit, callable by any signed account); the preimage deposit is reclaimable with unnote_preimage once the bytes are no longer needed. Length fees are the per-byte component only — weight fees are quoted by the node at submission.

Worked example — referendum #0, byte-for-byte
The first referendum ever submitted on Quantus (block 95,606, fast_upgrade track): a 34-byte System.authorize_upgrade. Its real note_preimage bytes and preimage hash come from the chain indexer; the studio re-derives the exact submit call below. Compare it against an explorer.
Preimage deposit actually locked for those 34 bytes under today's fee model: 0.01 + 35 × 0.00001 = 0.01035 QTC. Enactment used After(0) — "as soon as the track's minimum enactment period allows" (the scheduler clamps to now + min_enactment_period; it never rejects).

Hash anything into the exact preimage the chain will store: blake2b-256 over the raw bytes, deposit quoted from the runtime's fee model. Drop a runtime .wasm to hash an upgrade candidate.

Requested vs unrequested
submit automatically requests the preimage, which pins the bytes even if you reclaim your deposit with unnote_preimage — the bytes stay available through enactment. An unrequested preimage with no depositor can be cleared by anyone. Max proposal size: 4 KiB.
